Voluntary supplemental plansare paid for by employees, and may include additional life insurance, accidental death anddismemberment insurance, short-term disability insurance, as well as other types of policies.Section 125 PlansSection 125 plans use pre-tax dollars to pay for employee benefits. Compensation & Benefits PracticesSpecial Insurance-Related AccountsHRA (Health Reimbursement Arrangement): The employer contributes a certain amount per employeeper year for health care expenses. This money may be rolled over from one year to the next, but may notbe portable if an employee leaves his or her job. An HRA is often used in conjunction with traditionalinsurance coverage, but in some cases an HRA replaces traditional coverage and reimburses employeesfor coverage that they purchase as individuals. Fifteen organizations in this survey’s sample (2%) offer anHRA to employees, with an average annual contribution ranging from $1,000 to $8,000 per employee.Some San Francisco nonprofits use this type of arrangement to comply with San Francisco’s Health CareSecurity Ordinance, which requires employers with at least 20 employees to contribute to employees’health care costs.HSA (Health Savings Account): The employee and/or employer make pre-tax contributions that are usedby the employee for future medical or long-term care premium expenses. These accounts are used inconjunction with a high-deductible health insurance policy. The funds can roll over from year to year andthe account is portable. Ninety-eight organizations (17% of all respondents) offer an HSA-compatibleHMO policy, with a median annual contribution from the organization of $1,500 for a single employee and$3,000 for a family. Sixty-four organizations (11%) offer an HSA-compatible PPO policy, with a medianannual contribution from the organization of $1,800 for a single employee and $2,500 for a family.Domestic Partner BenefitsOf the organizations that provide insurance benefits, eighty-six percent (86%) offer medical insurancecoverage to domestic partners of employees on the same basis as a spouse. This group includes 79%that extend coverage to both same- sex and opposite-sex partners, and 7% that extend coverage tosame-sex partners only. The remaining 14% do not offer coverage to domestic partners.Note: The Domestic Partner Rights and Responsibilities Act of 2003 extended many of the rights andresponsibilities of married couples in California to domestic partnerships registered with the Secretary ofState. Under this Act, any right or benefit provided to employees with spouses must be afforded toemployees with domestic partners. Thus, if an employer provides health care coverage for spouses ofemployees, that coverage must also be available to an employee’s registered domestic partner. Note thatemployers are not required to make coverage available to spouses.Part-Time Employee BenefitsOf the respondents who have part-time employees, 69% indicate that their part-time employees areeligible for medical insurance coverage as long as they maintain a minimum number of hours per week.Forty-five percent (45%) offer full benefits to qualifying part-time employees, who must work an averageof 25 hours per week to be eligible for benefits. The other 24% provide pro-rated benefits to qualifyingpart-time employees, who must work an average of 22 hours per week to be eligible for benefits.Just 1% of respondents provide full benefits to part-time employees regardless of their work schedules,and 1% provide pro-rated benefits to all part-time employees. Twenty-nine percent (29%) ofrespondents provide insurance benefits only to full-time employees.Cash in Lieu of Insurance BenefitsOf the organizations that provide insurance benefits, 24% offer a cash payment to employees who arecovered under a spouse or partner’s policy and choose to forego insurance benefits. Of the respondents who have part-time employees, 53% indicate that their part-timeemployees are eligible for retirement benefits as long as they maintain a minimum number of hours perweek (on average, 21 hours per week), while 31% make benefits available to employees regardless ofthe number of hours worked. The remaining 16% cover only full-time employees.In sixty-three percent (63%) of organizations that contribute to retirement benefits, there is a vestingperiod after which the benefits fully belong to the employee. This period ranges from 3 months to 8years, with an average of 3.3 years and median of 3 years.
