Londres rechazó oficialmente el viernes la opción de ampliar el periodo de transición más allá del 31 de diciembre. Se marchará de la Unión Europea haya o no acuerdo. Bruselas había ofrecido una prórroga de uno, o incluso dos años, que el covid-19 hacía aún más imperativa. La oposición laborista, los empresarios, las autoridades en Escocia, Gales e Irlanda del Norte reclamaban la ampliación. \"Es irresponsable no pedirla\", señalaron en una carta al primer ministro la escocesa Nicola Sturgeon y el galés Mark Drakeford. RECUPERACIÓN LENTA Y DIFICIL El tuit fue emitido la misma mañana en que la Oficina Nacional de Estadísticas (ONS) anunciaba el hundimiento del 20,4% de la economía británica en abril, el primer mes de completo confinamiento. Un shock sin precedentes, el triple del registrado durante la crisis financiera del 2008. \"La caída del PIB de abril es la mayor que el Reino Unido haya visto en su historia, tres veces superior al bajón del mes anterior (5,8%) y 10 veces mayor que cualquier caída anterior a la era de la covid-19\", anunció Jonathan Athow, de Análisis Estadísticos Económicos de la ONS. \"Me temo que no me sorprenden estas cifras\", fue la respuesta de Boris Johnson. \"El Reino Unido depende en gran medida de los servicios. EU SELLAR UN ACUERDO Las intervenciones del ministro y del portazo del máximo asesor legal han coincidido con el inicio de la octava ronda de negociaciones entre el Reino Unido y la Unión Europea, que en esta ocasión se celebran hasta el jueves en Londres. La esperanza de desbloquear la situación es mínima. Además de dar a entender que no cumplirá lo ya acordado, Johnson amenaza con abandonar las negociaciones si esta semana no se hacen progresos. El primer ministro quiere sellar un acuerdo antes del 15 de octubre. “No podemos permitirnos el seguir machacando sobre las mismas cosas después de seis meses de diálogo”, ha declarado en un comunicado el negociador británico, David Frost, quien ha pedido “realismo” a Bruselas. “Si no podemos lograrlo en el tiempo limitado que nos queda comerciaremos en los términos en que la UE lo hace con Australia. Estamos activando los preparativos para fin de año”. Michel Barnier, el jefe negociador de la UE, ha pedido por su parte a los británicos mayor “flexibilidad” para acercar posiciones. Es posible que Johnson esté jugando de farol, cuando la negociación entra en su fase decisiva y el tiempo apremia. Pero cada vez parece más probable que esté dispuesto a pisar el acelerador cuando llegué al borde del precipicio y decida que el Reino Unido se marche sin acuerdo comercial alguno. “Sería un buen resultado”, ha llegado a afirmar. La patronal, cada vez más alarmada, le recuerda que por el contrario, esa sería una salida catastrófica, mientras por segundo día consecutivo la libra esterlina cayó en el mercado de divisas. EMPRESARIOS Y FARMACÉUTICOS “En medio de este ruido y las negociaciones, las empresas en el Reino Unido y la Unión Europea lo siguen teniendo claro: un buen acuerdo es esencial”, ha declarado a 'The Guardian' Josh Hardie, vicedirector de CBI, la mayor organización empresarial del país. “Un acuerdo será el cimiento para la recuperación post-covid en el continente”. EU LA REPUTACIÓN INTERNACIONAL EN JUEGO Jonathan Jones es el sexto alto funcionario del círculo gubernamental que dimite en lo que va de año. Un reputado abogado que asesoró en la redacción del acuerdo que Johnson pretende incumplir. La maniobra es ilegal, como el propio Gobierno ha reconocido. El Acuerdo de Retirada especifica que las obligaciones para con la UE contenidas en el documento tienen preeminencia sobre las leyes domesticas del Reino Unido. Las modificaciones que quiere introducir el Gobierno serían una violación de la Convención de Viena sobre tratados internacionales. La excusa de que la modificación es “específica y limitada” resulta ridícula. De ninguna manera se puede justificar que un acuerdo negociado y aprobado por la UE y el Parlamento británico pueda modificarlo unilateralmente el Gobierno muchos meses más tarde. El golpe para la reputación del Reino Unido puede ser enorme. Un alto funcionario, citado por 'The Times', advierte que “si un país dice que se atiene a un sistema de normas internacional, no queda muy bien comenzar a comportarse como Rusia”. La decisión del Gobierno de Boris Johnson de promover un proyecto de ley que reniega de parte de los compromisos recogidos en el acuerdo de retirada del Reino Unido de la UE, ratificado en 2019 y con valor de tratado internacional, amenaza con dinamitar unas conversaciones que teóricamente debían estar en su recta final. La Comisión Europea ya ha pedido explicaciones urgentes a Londres y una reunión extraordinaria de la comisión conjunta que hace el seguimiento al acuerdo de divorcio. Las alarmas saltaron el pasado lunes, resonaron con fuerza el martes, cuando el ministro británico para Irlanda del norte, Brandon Lewis, admitió que la nueva ley preparada por el Ejecutivo podría infringir “la legislación internacional de manera específica y limitada”, y se han confirmado este miércoles con la publicación de la nueva ley de mercado interno que se reserva el derecho a no aplicar parte del protocolo de Irlanda del Norte acordado por la UE y el Reino Unido, parte esencial del acuerdo de divorcio ratificado a finales de 2019, para ayudar a las empresas de Irlanda del Norte cuando quiera pese a que el territorio seguirá siendo de facto parte del mercado interior europeo. “El acuerdo de retirada fue concluido y ratificado por ambas partes. Tiene que ser aplicado plenamente. Romper la legislación internacional no es aceptable y no crea la confianza que necesitamos para construir nuestra relación futura”, ha avisado este miércoles el presidente del Consejo Europeo, Charles Michel. “Esto violaría la legislación internacional y socavaría la confianza.
