ค�ำนำ� ภาษาอังกฤษเข้ามามีบทบาทและอิทธิพลในชีวิตของเรานับต้ังแต่ วัยเด็กจนเติบโตเป็นผู้ใหญ่ เรายังต้องใช้ภาษาอังกฤษในการติดต่อสื่อสาร อย่างมีประสิทธิภาพ หลายคนอาจรู้สึกว่าการใช้ภาษาอังกฤษยังคงเป็นปัญหา โดยเฉพาะอย่างยิ่งการสนทนาและค�ำกล่าวในโอกาสต่าง ๆ แบบเป็นทางการ สิ่งที่เคยเล่าเรียนมาเมื่อขาดการฝึกฝน เนื่องจากไม่มีเวลาและโอกาสที่จะใช้ ทำ� ให้ไมม่ ่ันใจ อายและไม่กลา้ ทีจ่ ะพดู ในที่สุด กรมยุทธศึกษาทหารบกจึงได้จัดท�ำหนังสือคู่มือบทสนทนาภาษาอังกฤษ ส�ำหรับก�ำลังพลกองทัพบก ตามด�ำริของผู้บัญชาการทหารบก ในการเตรียม กองทพั บกเข้าสปู่ ระชาคมอาเซียน ในปี ๒๕๕๘ เพ่อื รวบรวมบทสนทนาสำ� หรบั เป็นแนวทางในการส่ือสารภาษาอังกฤษในขั้นพ้ืนฐาน ท่ีสามารถน�ำไปใช้ได้ ในสถานการณต์ า่ ง ๆ มที งั้ ระดบั การใชภ้ าษาทงี่ า่ ย ไปจนถงึ ยาก โดยยดึ ถอื การใช้ ภาษาอังกฤษแบบอเมริกันเป็นมาตรฐาน เพ่ือให้น�ำไปประยุกต์ใช้งานได้อย่าง หลากหลาย ตั้งแต่การสนทนาในการปฏิบัติหน้าที่ประจ�ำวัน เรื่องพ้ืนฐาน ทั่วไปท่ีทหารควรรู้ ตลอดจนผู้ที่ต้องใช้ภาษาอังกฤษในการปฏิบัติหน้าที่ติดต่อ กบั ตา่ งประเทศ กรมยุทธศึกษาทหารบก

8. สถานการณ์ 3 จังหวดั ชายแดนภาคใต้ The Situation in the 3 Southern Border Provinces Thailand views the problem of the south as a domestic problem that is different from those of other countries and without influences from international terrorist groups. The RTA’s stance is clear. We consider the people as our main priority and use His Majesty the King’s Royal Guidance of “understand, reach out, and develop” and the philosophy of self-sufficient economy as our main strategy. Other minor strategies have also been devised by a special committee set up especially to deal with the problem. The military, police and civilian sectors are all responsible for seeing that these strategies are carried out under the concept of “politics before military”. The Thai government has made the return of peace and security to the people of the South a national agenda. Other missions include improving the well-being of the people, suppressions of narcotics, and eradicating the illegal activities of the many “influential figures” in the area. As mentioned, this is carried out with the involvement of all sectors by establishing ties with the area residents, providing education, and ensuring equality and justice, while respecting local culture and traditions. Because of minor border disputes with our neighbors, we are still not safe from military confrontations. Non-traditional threats that Thailand and other countries within the region are facing include illegal immigration, weapons and narcotics smuggling, human trafficking, money laundering, cyber crimes, and many more. These incidents are occurring more and more frequently and becoming more complex. What is the role of a female army officer? CPT Jindarat: The direct combat rule does not preclude female soldiers from working in a combat arms unit altogether. Infantry battalions have had female supply specialists, usually working in the headquarters company. Because headquarters sections are traditionally stationed further away from the front line, little to no direct combat is expected. For example, the military occupationnal specialty Health Care Specialist is open to both men and women, but generally only male Health Care Specialists are assigned to front-line infantry units as combat medics. I was wondering about the role of the Army in getting your soldiers ready in terms of languages, especially English. MG Manoo: The Commander-in-Chief of the Army has made some suggestions for developing the English skills of Royal Thai Army personnel. First, the skills of our English language instructors will be developed by supporting them in receiving higher education, both in Thailand and overseas. Second, the English lessons in every course will focus on everyday conversation as well as technical terms of specific fields, and teaching aids will be produced to enhance the lessons. Third, in teaching English, an integrated curriculum will be utilized to increase our soldiers’ proficiency in the four key language skills: speaking, listening, writing and reading.
